V.  Approve Consent Calendar 
   1. Final Rulemaking–Clarifies that “Not-Valid-for-Hire” special license applicants are not required to obtain criminal background checks and submit proof of physical examinations (31 DCMR§ 1009.2);
   2. Final Rulemaking–Increases the Stop-En-Route Charge (the charge to a passenger for each stop made after commencement of a trip not exceeding five minutes and not requiring a deviation of more than five blocks) from $1.00 for each stop to $1.00 for the first three minutes and $1.00 for every additional two minutes of each stop or fraction thereof. (31 DCMR § 802.11);
   3. Final Rulemaking–Imposes a penalty for taxicab associations or companies failing to file required filings (31 DCMR§ 501.5); and
   4. Emergency/Proposed Rulemaking–Clarifies that the pro-rated quarter hour charge associated with wait-time is $6.25 per quarter hour rather than $5.50 per quarter hour (31 DCMR§ 802.12)
